Titel: “Die Rolle der Ethikkommission bei der Forschung am Menschen”
Inhalt: Bewilligte Ethikanträge sind i.d.R. bei medizinischen und lebenswissenschaftlichen Forschungsprojekten die Grundvoraussetzung dafür diese auch durchführen zu dürfen und die dafür beantragten Fördermittel zu erhalten. Herr Professor Wolfgang Berdel, der Vorsitzende der Ethik-Kommission Westfalen-Lippe (LINK), hat sich freundlicherweise zur Verfügung gestellt, um Sie über das Verfahren der Erstellung und Einreichung eines Ethikantrags ausführlich zu informieren und Ihre Fragen dazu zu beantworten.

Mandatory disclosure of collaborations with embargoed countries
With effect from January 1, 2024, the Rectorate of the University of Münster has implemented a general reporting obligation for collaboration with embargoed states (LINK).
Accordingly, the Department of Finance and Controlling must be notified if researchers wish to collaborate with any of the more than 30 countries.
The purpose of the embargoes is to stop the spread of military supplies and human rights abuses in the embargoed nations. Supporting researchers with the required checks, advising them on the implementation and/or compliance with the embargo measures, and, if necessary, submitting the corresponding approval applications to the Federal Office for Economic Affairs and Export Control (BAFA) are the goals of the reporting requirement.
University affiliates must report on cooperation agreements such as contracts with researchers, institutions, or companies based in an embargoed country; the delivery of goods to or from an embargoed country; doctoral projects or the stay of (guest) researchers from an embargoed country in Münster; the stay of University of Münster staff in an embargoed country; lectures and talks; joint publications; and research projects with industry partners.

Information on the Nagoya Protocol
Since the reference date of October 12, 2014, the provisions of EU Regulation No. 511/2014, which implemented the Nagoya Protocol within the EU, have placed restrictions on the use of genetic resources (i.e., plant, animal, microbial, or other material containing functional units of heredity).
Due diligence and declaration requirements must be followed if genetic resources and, where appropriate, related traditional knowledge are "utilised" in the sense of Regulation (EU) No. 511/2014, that is, if their genetic or biochemical characteristics are examined and studied.

The German implementing law designates the Federal Agency for Nature Conservation (Bundesamt für Naturschutz - BfN) as the authority responsible for enforcement in Germany. Under the German implementing law, users are required, upon request, to provide the BfN with the information necessary for the implementation of Regulation (EU) No 511/2014, Implementing Regulation (EU) 2015/1866, and the German implementing law.

In this context, potential users should ask themselves whether their research activities fall within the scope of Regulation (EU) No 511/2014.
